AED 20 million for the bank, AED 300,000 for its compliance head: UAE AML enforcement gets personal

On 24 June 2026 the Central Bank of the UAE fined a foreign bank branch AED 20 million for failures in its anti-money laundering and counter-terrorist financing controls. It also fined the branch's head of compliance and money laundering reporting officer AED 300,000 personally. The regulator did not stop at the institution. It reached the person responsible for compliance.

What happened

The Central Bank said the penalty followed examinations that found significant, repeated failures in the branch's AML and CFT framework. The separate fine on the head of compliance was imposed for failing to carry out the duties of the role. Neither the branch nor the individual was named.

Part of a wider pattern

This is not an isolated case. The Central Bank has issued multi-million dirham penalties against banks and exchange houses, and the Ministry of Economy regularly announces rounds of fines on designated non-financial businesses and professions such as real estate brokers, dealers in precious metals and corporate service providers. Our goAML guide covers the reporting side and the fines regime for DNFBPs.

What the enforcement actions have in common

They are rarely about a missing form. They are about not knowing who you were dealing with: counterparties onboarded without proper due diligence, ownership never mapped, sanctions and PEP exposure never screened, and checks that stopped on the day of onboarding.

  • Verify the counterparty, not just its paperwork: business verification and beneficial ownership through every layer.
  • Screen the people behind the entity for sanctions, PEP and adverse media, and screen them again over time.
  • Keep the evidence: a timestamped audit trail you can hand an inspector without rebuilding it.

How KYCK helps

KYCK keeps that file in one place: KYB and ownership mapping, sanctions, PEP and adverse media screening with re-screening on demand or on a schedule, and an approval record that shows who decided what, and when. "We have a process" is not the same as "we can prove it". The file is what makes the difference.
